1. Brief description of the basic situation of the construction project
Project Name: Liaoning Hongde Electric Carbon Products Co., Ltd. Reconstruction and Expansion Project of Carbon Graphite Products Raw Material Production Project;
Construction unit: Liaoning Hongde Electric Carbon Products Co., Ltd.;
Construction site: No. 26, Zhenxing 5th Street, Hutai New City, Shenyang;
Nature of the project: renovation and expansion;
Project investment: total investment of 50 million yuan;
Construction scale: This project is the production of raw materials for carbon graphite products. Relying on the existing plant, no new land occupation. The annual output of graphite carbon products raw materials is 100,000 pieces.
2. Possible environmental impact of construction projects and pollution prevention and control measures
(1) Exhaust gas
The main pollutants in the exhaust gas in the production stage of this project are dust, soot, asphalt smoke, benzopyrene, heat transfer oil furnace flue gas (particulate matter, SO2, NOx) organized emissions, dust, non-methane total hydrocarbons, benzopyrene fugitive emissions. After the dust is treated by the pulse bag filter (removal efficiency 99.9%), it is discharged through one 15m exhaust cylinder. The asphalt smoke, benzopyrene and dust produced by the electric roaster are purified by an electric tar precipitator (removal efficiency of 80%) and discharged through a 15m exhaust cylinder. The flue gas of the intermediate frequency furnace is treated by the pulse bag filter (removal efficiency 99.9%) and discharged through one 15m exhaust cylinder. The flue gas of the sintering furnace heat transfer oil furnace is discharged through an 8m chimney.
(2) Wastewater
There is no production wastewater discharge in this project, and the wastewater of the project is mainly domestic sewage for employees. After the domestic sewage is treated by the septic tank, it reaches the Table 2 standard in the "Liaoning Province Comprehensive Sewage Discharge Standard" (DB21/1627-2008), and then discharges it into the Hutai Sewage Treatment Plant in Xinmin City through the municipal sewage pipe network.
(3) Noise
The main noise source of this project comes from crusher, Raymond mill, rotary vibration screen, impregnation machine, intermediate frequency furnace, heat conduction oil furnace, etc., the noise level is 70~90dB (A), after the use of equipment foundation vibration reduction, building sound insulation and other noise control, the noise of the surrounding plant boundary can reach GB12348-2008 "Industrial Enterprise Boundary Environmental Noise Emission Standard" in Class 2 standard. As a result, project noise does not have a significant impact on the surrounding acoustic environment.
(4) Solid waste
The solid waste generated by this project mainly includes dust removal ash, waste tar, waste hydraulic oil and oil drum, waste heat transfer oil and oil drum, waste raw material drum and packaging bag, and household waste.
The dust removal ash is collected and returned to the production process; Waste tar, waste hydraulic oil and oil drum, waste heat transfer oil and oil drum, waste raw material barrel and packaging bag are handed over to qualified units for disposal; After the employees' household garbage is collected uniformly, it is regularly cleaned and disposed of by the sanitation department.
The solid waste generated during the operation period of the project is properly disposed of, and the impact on the surrounding environment is small.
3. Conclusions of environmental impact assessment
The project conforms to the national and local industrial policies, and the proposed factory site is located at No. 26, Zhenxing 5th Street, Hutai New Town, Shenyang, and the nature of the land is industrial land, which meets the requirements of land planning; The energy and water resources required by the project can be guaranteed; The layout of the project meets the requirements of environmental protection, the site selection is reasonable, and the environmental protection measures proposed in this EIA must be strictly implemented.
The project has advanced technology, equipment and management; Pollution prevention and control measures are reliable, and waste gas, waste water, noise, and solid waste can achieve stable discharge and safe disposal; The environmental impact prediction shows that the project has a small impact on the surrounding environment after construction and operation. From the perspective of environmental protection, the construction of this project is feasible.
